
Sandy Saggar
Managing Partner
Sandy Saggar, CPA, CGMA, serves as the managing partner of Saggar & Rosenberg, which specializes in providing attestation, tax and consulting services to government contractors and technology companies.
Sandy’s true expertise is in helping organizations scale their business by aligning accounting, tax and operational strategies. In addition to financial and compliance assurance, Sandy’s experience includes corporate structuring, transaction financing, financial management, strategic business planning, mergers & acquisitions on both the buy and sell sides, budgeting, forecasting and process improvement.
Sandy has worked extensively with companies in high tech, government contracting, non-profit, retail, and biotechnology industries, but his core expertise is advising clients in the government contract industry. Sandy is a Subject Matter Expert in FAR compliance, contract negotiation, pricing strategies, and transaction structuring.
Sandy is active in the profession and in the community where he serves on the Board of Directors for Olney Theatre Corporation and as a member of the AICPA and the MACPA. Sandy graduated with a bachelor’s degree in accounting from the University of Maryland.

Susan Rosenberg
Partner – Taxation
Susan Rosenberg, CPA, MST, is a founding partner and the partner in charge of taxation at Saggar & Rosenberg. In a Money magazine test of tax preparers, Susan was named one of the top three in the country.
Susan assists clients with federal and state income and estate tax planning, compliance, and examination; international taxation; pension and employee benefit plan design, administration and reporting; financial planning; litigation support; business valuation; mergers and acquisitions; and management advisory services.
As an AICPA member, Susan serves on their Tax Practice and Procedures Committee. She recently completed three-year terms on the Tax Practice Guide and Checklist Task Force, the Tax Practice Quality Control Task Force, Tax Practice Responsibilities Committee and Tax Practice Improvement Committee. She has also served on the AICPA’s Tax Education Committee and was a member of the task force that published the Model Tax Curriculum. Susan also previously served as an editorial adviser to the Journal of Accountancy. Susan is a past chair of the Maryland Association of CPAs Taxation and Planning for Estates, Gifts, and Trusts Committee, and past President of their Capital Area Chapter. Susan is also a past president of the Association of Practicing CPAs.
Susan is active in her local community of Myersville and in the profession as a member of both the AICPA and MACPA. Susan received a Bachelor of Science in Accounting from the University of Maryland at College Park and a Master of Science in Taxation from The American University.

Christine Heckman-Spano
Partner – Management Consulting & Advisory
Christine Heckman-Spano, CPA, MBA., CITP, is the Partner who leads the firm’s consulting practice. She specializes in providing consulting services primarily to the firm’s government contractor clientele.
Christine’s experience spans both public accounting as well as private industry which provides her with a unique understanding of her client’s needs. Christine has significant project management and industry experience at the Controller level in the government contract industry. Christine is a Subject Matter Expert in FAR compliance including the implementation of FAR compliant accounting systems. Christine oversees ERP systems implementations to include Deltek, Unanet, Microsoft Dynamics GP and more. In addition to compliance assurance, Christine’s experience includes strengthening internal controls, developing forward pricing and pricing strategies, budgeting and complex financial modeling.
Christine is very active in her children’s academics, sports, and other activities including the Girl Scouts. She is a member in good standing with both the AICPA and MACPA. Christine earned a Bachelor’s degree in accounting from Shippensburg University of Pennsylvania, an MBA from Johns Hopkins University, and a Master Certificate in Government Contract Management from Villanova University. In addition to being a CPA, Christine is also a Certified Information Technology Professional.

Aman Singh
Partner – Audit
Aman Singh, CPA, ACMA, CGMA leads the Audit Practice of Saggar & Rosenberg. He has over 13 years of public accounting experience with a primary focus on audit. As the audit practice leader, Aman oversees Saggar & Rosenberg’s range of clients, serving clients in the government contract, wholesale, manufacturing, professional services, technology, and non-profit industries. Aman also has a number of years of experience working on audits of Employee Benefit Plans as well as audits conducted under Government Auditing Standards and the OMB’s Uniform Guidance.
More than just an auditor, Aman has assisted his clients with cash management, forming related entities, designing and the implementation of internal control structures and operational improvements. His business advisory expertise also includes strategic planning, tax planning, financial analysis, budgeting and regulatory compliance. Prior to joining Saggar & Rosenberg, Aman served as Controller for a NASDAQ listed multinational company.
Aman is active in the Clarksburg community and is a member of both the AICPA and the MACPA. He is also an active member with the MACPA’s Not-for-Profit and Government Contracting committees. Aman earned Bachelor’s degree in Accounting from the Chartered Institute of Management Accountants (London, UK).

Jessica Hullett
Principal – Management Consulting & Advisory
Jessica Hullett is a Principal with Saggar & Rosenberg and specializes in financial systems implementation, financial management reporting and business operations training. Throughout her career, Jessica has delivered expert consulting support and advice to clients, primarily government contractors, nonprofit organizations and commercial entities. Jessica develops and implements the configuration structure designs for client Enterprise Resource Planning (ERP) systems.
Jessica started her career in the private government contracting industry where she gained extensive hands-on experience in accounting and project financial reporting requirements through the daily management of business operations for several small and mid-sized government contractors. Jessica performs financial software implementations, primarily Deltek Costpoint, and provides training to client staff including development of customized written procedures to assist companies with the efficient utilization of their ERP applications. Along with the Deltek implementation group, she heads up the Costpoint outsourcing practice here at the firm. Jessica has extensive knowledge of FAR, CAS and OMB Circulars in addition to considerable experience interfacing with DCAA and other government audit agencies, financial institutions and public accounting auditors.
Jessica graduated with a B.S.B.A in Management with emphasis in Accounting, Management Information Systems and Marketing from the University of Alabama in Huntsville.

Robert Craig
Principal
Robert M. Craig, MBA, CFE, has over 30 years of experience providing accounting and compliance solutions and services related to U.S. Federal government contracting and grants. Bob has provided Government Contracting Services to a wide range of industries including aerospace and defense, pharmaceutical and biotech sectors, manufacturing and professional services. He has worked with numerous departments within the Federal government including Department of Defense (DOD), Department of Health and Human Services (DHHS) with the Biomedical Advanced Research and Development Authority (BARDA), Defense Threat Reduction Agency (DTRA) and many others.
He has served clients ranging from small start-ups to large, publicly held multi-national organizations. He has assisted a number of U.S. government contractors with cost accounting, compliance matters, implementation of new cost accounting and cost allocation structures, design and implementation of new ERP systems, audits of disclosure statements, preparation, submission and negotiation of termination for convenience settlement proposals including testifying with the Armed Services Board of Contract Appeals, and much more. Bob also has experience working with internal control and reporting environments.
Bob graduated with a Bachelor’s degree in Accounting and an M.B.A. from La Salle University. He is a Certified Fraud Examiner (CFE) and is involved in various professional organization including the American Bar Association, National Contract Management Association, Professional Services Council, Association of Government Accountants, National Defense Industry Association and the Maryland Tech Council.

Cynthia Saggar
Director – Audit & Assurance
Cindy has 30 years of experience providing services to a broad range of clients. Cindy has led audit services and other engagements for clients in a range of industries, including government contracting, software, technology, manufacturing, and not-for-profits. Cindy’s clients range from early-stage startups to well established middle-market enterprises with domestic and international operations. In addition to assurance engagements, Cindy assists clients with complex accounting issues and transactions, including debt and private equity financing, transfer pricing, revenue recognition, lease accounting and business combinations. Cindy serves as the GAAP technical resource leader for the firm. Cindy provides consulting and advising in areas including revenue recognition, as it pertains to software licensing, multi-element arrangements, SaaS/cloud service arrangements and complex equity transactions such as share-based compensation, warrants, and preferred stock.
Cindy’s business advisory expertise includes strategic planning, design and implementation of internal controls structures, financial planning and analysis, budgets, buy- and sell-side due diligence support and operational process-improvement.
Cindy began her audit career with the Big Four, reaching Manager level. Cindy transitioned to a career in industry as a Controller before returning to public accounting. Cindy is a member of the AICPA, MACPA and CGMA. Cindy graduated Summa Cum Laude with a Bachelor’s degree in Accounting from Bentley University in Waltham, MA.

Ellen Lerche
Principal – Taxation
Ellen Lerche, CPA, is a Director of Taxation at Saggar & Rosenberg and specializes in taxation for multi-state C corporations, S corporations, Consolidated groups, Partnerships, Individuals, and property taxes.
Prior to joining Saggar & Rosenberg, Ellen gained tax experience with both a large national public accounting firm as well as in private industry with a large insurance provider. Ellen has worked closely with companies of various sizes from startups to companies with over $1 billion in revenue. She has experience in a wide variety of industries but has focused primarily on the government contracting industry.
In addition to tax compliance, Ellen has expertise in the determination of tax provision for GAAP basis financial statements. She has also worked on numerous merger & acquisition transactions determining tax compliance, projections and structuring.
Ellen is an avid baseball and hockey fan and can frequently be seen in the stands at both Washington Nationals and Capitals games. Ellen graduated with a Bachelor’s degree in Accounting from the University of Maryland and is a member in good standing with the AICPA and MACPA.

Dan King
Principal – Taxation
Dan King, CPA, MST, is a Principal at Saggar & Rosenberg and specializes in partnership taxation for the firm’s real estate, technology, and government contracting clients.
Dan has more than two decades of accounting and tax experience with areas of expertise in residential and commercial real estate, mergers and acquisitions, and transaction structuring. Dan also has extensive experience in taxation of Real Estate Investment Trusts (REITs), debt instruments, and tax accounting methods.
Prior to joining Saggar & Rosenberg, Dan worked in the national tax office of a large national public accounting firm. Dan has provided tax consulting on partnership formations and liquidations, partnership mergers and divisions, and REIT tax compliance and plans of liquidation. He has also assisted clients with purchases and sales of partnership interests, tax-free exchanges of real estate, and individual tax planning with respect to partnership activities.
Dan received his Bachelor of Science in Accounting from Towson University and his Master of Science in Taxation from the University of Baltimore. He is also a member of the AICPA and MACPA.

Rick Bockman
Director -Taxation
Rick Bockman, CPA, MST, serves as a senior manager of Saggar & Rosenberg’s tax department, which specializes in providing attestation, tax and consulting services primarily to government contractors and technology companies.
Rick has broad experience in corporate, partnership & individual taxation. Rick’s extensive experience includes M&A transaction work, compliance with multi-state tax returns, representation of clients before the Internal Revenue Service and state taxing authorities, financial and tax planning for high net worth individuals, tax compliance for non-profits, employee benefit plans, and accounting for income tax. Rick’s experience in both public accounting as well as in private industry in corporate tax provide him with unique tax compliance and planning experience.
Rick has worked extensively with companies in the government contracting, technology, real estate, and non-profit industries. Rick’s expertise is also in individual tax compliance and planning as well tax-exempt compliance.
Rick is an active member of the AICPA and VSCPA. He received his Master’s in Taxation from American University and his BS in Business Administration-Accounting (Cum Laude) from Old Dominion University.

Jeffrey S. Burr
Director – Audit & Assurance
Jeffrey S. Burr, CPA, CFF, CFE, MBA, is a Senior Manager with Saggar & Rosenberg, P.C., specializing in attestation and consulting services to a wide range of companies in various industry niches.
In addition to performing financial audits and reviews, Jeff’s experience includes forensic accounting, fraud examinations, due diligence engagements related to mergers and acquisitions, financial, accounting, and operational improvement plans, bank collateral audits, and budgeting and forecasting.
Jeff has worked with companies ranging from wholesalers, retailers, construction contractors, not-for-profit entities, government contractors, software developers, and high-technology firms, but has spent most of his career auditing and advising government contractors. He is considered a Subject Matter Expert in the area of government contracting.
Jeff is a member in good standing with the AICPA, MACPA, and the ACFE. He is an Assistant Scout Master with Boy Scout Troop 1066 in Jefferson, Maryland. Jeff has undergraduate degrees from the University of Maryland, College Park and holds a Master’s Degree in Business Administration from Hood College.

Bryan Hughes
Director
Bryan Hughes, CPA is a Director with Saggar & Rosenberg. He is a motivated and transformative leader with over 13 years of experience in management, accounting and finance. His areas of expertise include auditing, advisory and technical accounting in areas such as consolidations, investments in debt and equity services, investment valuations, loans, allowance for loan losses, debt and single-family real estate. Additionally, Bryan is experienced in the financial services industry, specifically mortgage banking and investment management.
His proven ability to provide excellence across multiple sectors and industries has allowed him to successfully collaborate with others to lead and develop teams that add value to the organization on a consistent basis.
Bryan graduated with a Bachelor’s degree in Accounting from Bucknell University and is an active member of the AICPA and the Virginia Society of CPAs.

Jessica Steenstra
Director – Audit & Assurance
Jessica Steenstra, CPA, is an Audit Manager with Saggar & Rosenberg, P.C., specializing in providing attestation and consulting services to a wide range of companies in various industry niches. Her experience includes audits of financial statements, due diligence engagements related to mergers and acquisitions, audits of defined benefit plans, budgeting and forecasting, and financial, accounting, and operational improvement plans.
Jessica has worked with companies ranging from construction contractors, not-for-profit entities, government contractors, software developers, and high-technology firms, but has spent most of her career auditing and advising government contractors.
Jessica earned a Bachelor of Science in Public Accountancy from Calvin College in Grand Rapids, MI. Jessica joined Saggar & Rosenberg as a Staff Auditor shortly after she graduated with her Bachelor’s degree in Accounting. Jessica is a member in good standing with the AICPA.

Jeffrey A. Davis
Senior Manager – Audit & Assurance
Jeff A. Davis, CPA is a Senior Manager with Saggar & Rosenberg. Jeff has over 12 years of experience performing audits and other types of engagements for both the commercial and federal government industries.
In the commercial sector, Jeff has worked with companies ranging from government contractors, not-for-profit entities, software developers, and technology firms. He is highly adept at planning, conducting external audits, and reporting on audit findings. Jeff also has experience managing benefit plan audits.
In addition to performing audits for commercial entities, Jeff is proficient in performing financial statement and performance audits for federal government entities. He is skilled in planning and conducting financial statement audits for both civilian and defense agencies.
Jeff is a member of the AICPA and the Greater Washington Society of CPAs. Jeff graduated with a Bachelor’s degree in Accounting from Indiana University of Pennsylvania.

Nick Voyton
Manager
Nick Voyton, CPA, is a Manager with Saggar & Rosenberg. Nick joins us from Deloitte, where he began his career and rose to the manager-level in the Audit & Assurance practice. Nick is an energetic leader who has served public and private clients across a variety of industries including real estate, financial services, and technology. His expertise includes loan accounting, current expected credit losses, REO, investment company reporting, REITs, and real estate investment valuation. He has extensive experience with leveraging data analytics and developing data visualizations.
Nick graduated with a dual Bachelor of Science degrees in Accounting and Finance from the University of Maryland and is an active member of the AICPA and the Virginia Society of CPAs.
Nick enjoys soccer, outdoor activities, and giving back to childhood cancer organizations.
